Background of the Study
Female voter turnout and political participation are key indicators of gender inclusivity in democratic processes, reflecting women’s empowerment and their roles in shaping political outcomes (Jibril & Abdullahi, 2023). In Kebbi Local Government Area, Kebbi State, there has been a consistent gap between male and female voter turnout, influenced by social, cultural, and economic factors that limit women’s engagement in the electoral process (Yakubu & Sani, 2024). While efforts have been made by government bodies and civil society organizations to increase women’s participation in politics, challenges such as illiteracy, poverty, gender stereotypes, and cultural constraints still persist (Aliyu & Umar, 2025). This study examines the factors that affect female voter turnout and participation in Kebbi, focusing on the barriers and enablers that influence women's electoral behavior. Additionally, it seeks to understand how political campaigns, gender-sensitive voter education programs, and the roles of political parties have impacted female voter turnout in the area.
1.2 Statement of the Problem
Despite the importance of female participation in the electoral process, women in Kebbi Local Government Area have shown relatively lower levels of voter turnout and engagement compared to their male counterparts (Khalid & Isa, 2023). This low participation is a result of multiple challenges, including limited access to political information, cultural resistance to women in public spheres, and the lack of targeted interventions aimed at increasing female political engagement (Ola & Muntari, 2024). This study investigates the causes behind the low female voter turnout and the extent to which targeted measures can enhance their involvement in the political process.

The findings will be useful to policymakers, electoral bodies, and civil society organizations working to promote gender equality in political participation.
